Randall Franks will take the Ringgold City Council seat left vacant by Tom Clark's death.
Out of 209 votes, Franks received 101.
The city has about 1,800 registered voters.
His competitor Lee Tubbs, owner of EnviroGuard, Inc., received 81 votes. Lamar Bryson who works for the city of Fort Oglethorpe, received 27 votes.
"I look forward tremendously to working with the council on improving opportunities for better tourism, for enhanced industry and providing improved services to the residents," said Franks, who is known for his role as "Officer Randy Goode" in the hit series "In the Heat of the Night."
Franks also expressed his thanks to voters who supported his efforts.
Lee Tubbs said Franks will be a good addition to the council.
"The people of Ringgold have spoken," he said," and I respect their decision."
