• Billy Ray Payton, 28, 1743 Riverdale Road N.E., Dalton, was charged Wednesday by the Dalton Police Department with possession of tools for the commission of a crime and possession with intent to distribute methamphetamine.
• Beverly Dawn Rangel, 33, 1028 Keith Mill Road, Dalton, was charged Wednesday by the Dalton Police Department with theft by deception.
